I have seen the Hebel name before on original items so it is likely roughly from the WWII period but could be pre or post war. Hebel does mean lever in German but it seems to have also been the name of a manufacturer. It needs a cleaning but otherwise in good usable condition. It measures about 4 3 8" long.
