Switching out the lens is a simple project that is easily handled in 15 minutes with only a decent narrow edged flat head screw driver

but are still probably postwar

We have more dresses made by the same woman available here (including this style dress - with the same flower print - in orange and green)

I have seen the Hebel name before on original items so it is likely roughly from the WWII period but could be pre or post war. Hebel does mean lever in German but it seems to have also been the name of a manufacturer. It needs a cleaning but otherwise in good usable condition. It measures about 4 3 8" long.
